When my son was teething nothing seemed to help until I discovered he liked to eat frozen mixed veggies. He was an older toddler, so I wasn't too worried about choking (still watched him eat, though). I just put the veggies in a small paper cup, and call it a frozen veggie pop. The cool vegetabels helped with the teething, it's healthy, and he liked it. He's 11 now, and will still grab a bowl of frozen veggies as an afternoon snack. Limit the amount if you don't want too much frozen stuff, but he only eats 1/2 to 3/4 cup each time.
